delivery receipt dosent work in outlook 2003

Since I upgraded to outlook 2003 I no longer get a deliver receipt notification from the other persons mail server, I know I previous poster said its down to individual settings, but I was under the impression delivery receipt came from the mail server, nothing to do with the person who you sent it to?
I often receive a read receipt even though I havent requested one, is outlook asking for a read receipt instead of delivery receipt even though I havent ticked for read receipt.
