They are used in addition to, and in combination with, the Microsoft transition filters. The MetaCreations filters are DX transform filters like the MS filters and they work fine in OE and Windows Mail. They are used in stationery scripts just like the MS filters are, and the MetaCreations filters provide some cool additional transition effects. The MetaCreations file is: dxtmeta2.dll ...and it is copied into the windows\system32 folder (Vista / XP / 2K) or windows\system folder (ME / 98). It then has to be registered for the MetaCreations filters to work. Normally to register the MetaCreations filters, you go to: 'start' > 'run' and type in (or copy and paste): regsvr32 dxtmeta2.dll ...and hit enter. That has always worked in the past with XP and earlier versions of Windows. It did not work for me with Vista HP so I created a batch file containing the above command to 'Run as administrator' in Vista and that did work to get the dll registered and working fine for me in Vista.
